this might be the case in your country. In Germany the following is valid:

- If you buy a license that allows you to use a program and
- you get the right to use that program for an unlimited time
by that single purchase (no lease or so),

you own the license. The license is your property that you can sell without
asking anyone. But after you sold that license you must not use that program
anymore and you must delete all copys you might still own.
