The answer is yes.

UK English punctuation convention differs in trivial ways from the US
standard (I'd recommend G. V. Carey's _Mind the Stop_ on UK punctuation
conventions, but it's out of print). Spanish uses an upside down question
mark and exclamation point. There are probably other differences.
