The screen is a logon screen.
 
However, despite what many programmers think, we don't logon at a logon screen. Logon isn't a verb. (If it were, we could write "I logoned at 9 this morning." We can't, so it isn't.)
 
A typical instruction would be "At the Logon screen, log on."
