Kathy,

it depends a bit on the kind of drawings your colleague wants scanning.

First, there is no way to circumvent a raster format with today's scanners.

An easily available vectorizing software is Adobe Streamline. As said, it
depends a lot on the originals, and it requires quite a bit of
understanding what happens, and still needs experimenting. The resulting
documents often need post-processing in Illustrator.

If the drawings are real technical drawings, your colleague might look out
for specialized software. I used to get regular mailings from Rotring which
claims to have a system for technical drawings. This system requires UNIX
workstations. But there are certain service bureaus offering the scanning
and vectorizing of drawings.
