In FrameMaker, set up a character style that matches the format you want
(call it, say, Hotlink). Define it with the color blue (and maybe
underline?), and leave the rest of the formatting "As Is."

Then, in the Cross-references dialog box, select the cross-reference
format you want to use for links and click Edit Format. In the Edit
Format dialog box that appears, add the character format you defined to
the beginning of the cross-reference definition. For example, the
cross-reference called Heading & Page looks like this:

"<$paratext>" on page\ <$pagenum>

You'll change it to read:

<Hotlink>"<$paratext>" on page\ <$pagenum>

At this point, cross-refs you use that follow the Heading & Page
definition should appear with Hotlink formatting.
