I don't know about Europe, but Australia has this form of binding. I know this doesn't help but its for the record :)

Can anyone suggest a printer or bindery in Western Europe
that can bind books using wire or plastic coil?
Specifically, I'm looking for the one-piece, continuous
spiral/corkscrew type of binding. Our printer consultant in
Belgium tells us that this is not available outside the US,
which seems unlikely to me.
