Two responses:
First, why is that a bad thing. I'm in exactly the same situation, and,
in conjunction with our marketing folks, we've come to the conclusion
that users who are _not_ licensed for product X but who read the Help
file for it are likelier to pressure their companies for additional
licenses than are people who don't know product X exists.
Second, if your company doesn't buy that argument, RoboHelp has a
feature called "information types" that is designed to address the
issue. I haven't needed to use it, but it looks like it will fill the
bill. I don't know if the feature only works for HTML Help or if it
works for WinHelp and WebHelp also.
