Depends entirely on what you mean by "responsible". If the company
developed the software, say "The company developed the software". If
you mean that you can blame the company for creating the software,
say "The company can be blamed for [took responsibility for?]..." If
you mean that the company had a management role assigned to them,
then say "The company was given the responsibility to develop..." (if
you want to preserve the passive voice) or "the company managed the
development of..." (if you don't).
