I went through a similar situation and I bailed. I was a contractor and I
was having serious problems dealing with my military supervisor. I went to
the contracting company and asked them if there was anything that could be
done about my situation or if I could be moved to another position. The
contracting company promised me more money because the company that I was
working for really liked my work and they didn't want to upset the
customer. The contracting company then did nothing for three months. I
contacted them regularly during those three months.

Finally, the contracting company went to my military supervisor and made
the request. It was perfect for them. They decided to give me a promotion
and a significant pay raise. The military came to me and told me their
plans. Still, the contracting company did nothing. After about two more
months they came back and told me that they could give me no more money
because I didn't have enough experience. They said that this was dictated
by the governing agency and that they couldn't make the decisions (I knew
they were lying to me). Not knowing what else to do, I went to my military
supervisor's supervisor and told them what had happened in detail. I left
the job for another (at not much of a pay increase because that was not
really what I had wanted in the first place). Now, that contracting
company gets very few contracts from that military institution.

The moral of all of this?? If you are going to bail, tell the company that
contracted your services why you are bailing. In the long run they will
learn not to burn too many bridges.
