During 1995/96, I was responsible for carrying CE assessment for a client's
range of mechanical products.  I spent a lot of time talking to the local
enforcers and even joined a 'CE club', where several concerned manufacturers
pooled information and other resources.

The bottom line is that you do not have to provide any declaration or
statement to the end customer.  This is because, by applying the CE mark to
the product, you declare that the product complies with all requirements of
all applicable CE marking directives.  However, you do need to have
sufficient evidence to hand to support your declaration should it ever be
challenged.

There is an exception.  If your product is designed for incorporation into a
another product (that is, a component that is not sold to the end user),
then you should not CE mark the product.  Instead, you provide a Certifcate
of Incorporation.  This states that the product is designed to be
incorporated into a complete product and that the complete product must not
be put into service until the end manufacturer has declared conformity with
all applicable CE marking Directives and has CE marked the product.  It also
helps the end manufacturer if you certify to which standards your product
complies.  The end manufacturer can then use this as evidence to support his
declaration of conformity.
