I think right page chapter starts are well worth the space overhead. It is
a significant aid to users in navigating quickly backwards and forwards
through a manual - as they flick through the pages in panic, the reliable
appearance of chapter starts in appearing in the same place helps to give
the readers some confidence that they are not totally at sea.

The longer the manual the more I would resist the temptation to do away with
the blank pages.

As for Word, using two-page view on a reasonably sized monitor can make
light work of spotting unwanted page-breaks.
