Only? Not hardly. Try Frame and WebWorks Publisher for a start,
then toss in any number of ideosyncratic (home-scripted) implementations
and even other help authoring tools that output passable RTF.

Any time anyone tells you that there's only one way to do
something, assume there are at least two.
