A few ideas:
1. Get the demo version from Adobe.
2. Get Adobe's FrameMaker "Classroom In A Book."
3. Take a class on FrameMaker at a community college. The class I took cost
me $50. Once you're a student, you can buy a brand-spanking-new copy for
around $260 with your student discount.

Between #1 and #2, you can learn a lot; add #3, you learn the tool, and get
the software without breaking the bank.
