I think you can solve your problem this way....
First off, use the Outline format for your heading styles in
order to set the numbers 1.1, 1.2, etc.
Then do the section break whereever you need it, and make it
start a new page.
Go to the header or footer that has the page number and reformat
it to use whatever heading you are using for the numbering
scheme.
