It's not clear from your question if the problem of breaking into separate
paragraphs occurs in FM+SGML or when exporting to "pure" SGML. There's a
known issue with "inclusions" in FM+SGML (or other SGML creator) causing
incorrect line endings in SGML.

The way it's supposed to work is that a cross-reference element needs to be
defined as a cross-reference element that is allowed in a para element. If
the reference is defined as a container, this could cause the problem you
see.

You might need to chat with your EDD designer to see what the rules are and
perhaps change them to make this work correctly.
