Standard answer: it depends.

If a company has a big lump of publishing to do, rather than a steady stream, they might well bring in a contractor. Or if they find the right person and that person prefers to work as a long-term contractor. Or if they publish little lumps periodically and cannot bring someone in permanently. Of course this does not apply to every situation, but if you can make it work for you, why not?

I can envision the above for a scenario for an 'in-house' senior editor.
But, do many independent contractor/consultant editors perform such tasks?
