Let's dig deeper...

Define the concept "eligible for disability."

Without meaning to be rude, let me suggest that the sentence is flawed on a
more basic level, namely, "disability" is a noun that describes a state of
being disabled (certainly not something for which a person could be or
would want to be eligible).

I understand that we English speakers have stood by while all sorts of
semantic shorthand has invaded the lexicon. As a card-carrying member of
that group (N.A. dialects anyway), I also understand that in this example
we must be talking about "Disability Status" or "Disability Payment" or
somesuch; but as long as you're wordsmithing, why not strike a blow for
better expression?
