I agree with Andrew that you should concentrate on
building your own intranet rather than work with a
service. But, I don't think that FrontPage and
HomeSite are the tools you'll need.

I've built intranets from the ground up, and of all
the tools I've used, Dreamweaver rises to the top. The
level of control you have over your web of information
with Dreamweaver is lightyears beyond that of
FrontPage or Homesite. Those tools are best reserved
for small sites or individual page creation.

But, work with what your budget allows. You *can* use
FrontPage and HomeSite, but if you can afford the few
extra bucks ($300), I suggest Dreamweaver.
