Dianne,
There is no way to guarantee a number one placement in a search engine.
There are a number of methods you can use to help increase your visibility
in search engines, and meta tagging is only one of them. Search engines use
formulas to determine how relevant your site is to the keyword entered. It
is a combination of what appears in your title bar, your meta tagging, your
domain name, the text on your page, how much text is on your page, how often
the keyword appears in the text on the page, and the list goes on. Just
when you think you have a search engine figured out, the search engine will
change their ranking method.
The more we learn about search engine positioning for our clients, the more
we learn it is really one giant game and takes a lot of time and effort to
maintain positions in search engines. An excellent resource for search
engine information is Search Engine Watch
(http://www.searchenginewatch.com). I also wrote a couple of articles for
the IEEE Professional Communication Society newsletter that distills a lot
of this information. They are on my web site at http://www.imediaconsult.com/netnotes.html (the titles are Searching the
Net--Part I and Searching the Net--Part II). They were written a while
ago--and I know there are some new updates to these models, such as the
pay-for-inclusion models that Looksmart, Inktomi, and Yahoo are now using.
Good luck with your client.
