Have you considered using Source Forge (http://sourceforge.net/)? Source
Forge is a web-based open source project management tool. I have contributed
to a coupe of projects there and found that the system there works well for
me, though I don't know how it compares to others.

our team is looking for a 'Open Source' Project-Management-Tool,
which includes efficient Document-Management-Functionalities
(version-control, access-rights etc.).
