try anyone of these:
Rational Rose.
Argo UML
Together Soft
Also, if you need to draw just some flowcharts, callouts and simple diagrams
you can try VISIO 2000.

I am not sure of other version of VISIO. but 2000 supports UML base
diagrams. There is a seperate diagram type call UML in VISIO 2000.
