I don't see how this relates to whether Bob gets reimbursed for use of his
PC.

It relates. If Bob gets reimbursed for the use of his PC he cannot deduct
this as part of his home office expenses on his taxes.
Another tax related issue is that his home office is now also going to be
used for personal reasons (unless he physically moves his PC each time he
wants to use it), which makes his home office deductions rather intricate
and may even disqualify the room as a home office.
