Should the first bullet item have been:

- you [are the only one to] use Framemaker to create documentation
[and everyone else uses Word].

You have several recourses:

- Change to Word (not likely).
- Buy 20 FM licenses (seee above)
- Create an RTF for each file in the book instead of the whole book
(The files, while big, will be smaller).
- Send the reviewers the document in PDF and let them mark up using
the appropriate PDF tools (bummer on having to enter the edits
manually).
- Accept markups only on paper or paragraph/snips of information as
attachments to an email.
- Buy Mif2Go and use it to convert to RTF.

The problem is that you want FrameMaker to act like FM, but the files
to be Word. It always has been a major (and expensive) obstacle.

The Mif2Go route. Did it. Worked OK (not great) for them and OK (not
great) for me.
