Are you considering jobs outside the direct technical writing sphere? If so,
is web development/authoring one of them? If so, then yes, Photoshop skills
are a bit more sought after. But like others are saying, not as much as
scripting and programming.
No, knowing Photoshop will not impress the pants off anyone. If that's what
you're after, then definitely learn something more impressive, like
programming or more involved web scripting.
But, I maintain, it never hurts to learn something new, no matter how big or
how small. If it doesn't wow them on the resume, knowing it will at least
allow you to do your job better, which will wow them with results. And as I
said, if you already have it, why not learn it?

Which brings up another point... what do you want your next job to be? Are
you hoping to land something that gives you the opportunity to use
Photoshop? Have you seen it mentioned in job ads, or has it come up in
interviews? If not, your time would probably be better spent learning
something else.

Of course, that is biased by the fact that I work in
a highly technical area, and that technical skills
are particularly valuable in most of the jobs I've
had--more so than skills like Photoshop.
