Off the top of my head:

- OpenOffice (the free version of StarOffice)
- The GIMP (Graphics)
- Amaya (HTML)
- LaTeX
- DocBook and related technologies, such as jade

All these should be cross-platform. Some free java tools would also be a good idea, although no concrete suggestions immediately come to mind.
It would also be a good idea to encourage students to write to the maintainers of the projects with suggestions about how to improve them.
