Isn't this an integrity issue?  

If I read this issue correctly, you've been asked to complete a new
documenation set in a miniscule time frame without knowing the full scope of
work.  But, believe it or not, four weeks may seem like a lot of time to
your client for you to complete your work.  

If you can't see completing it in four weeks even if you push your writers,
then you WON'T complete it.  That's not intended to imply that you're not
efficient or frugal with your resources.  I believe you are.  Don't take
something you can't complete.

As for getting more staff to help, remember, A pregnant woman gives birth in
nine months, but nine of them cannot deliver a baby in one month, no matter
how hard they try.

I hope I'm not the only technical writer that has turned down work because
the deadline was impossible to meet.
