I'm actually in the process of evaluating Trivantis' "Lectora Publisher"
suite for CBT building. After a couple of days of playing with it, I'm
reasonably happy with it. It has a very low learning curve, a nice
presentation of the material (including the ability to test & score users on
their understanding of the material presented), and appears to have been
designed for a rapid development environment, where Instructional Designers
(not programmers) would be creating the courseware. The pro-suite version
of the software includes audio/video editing tools, screen capture/recording
tools, and a lightweight graphics editor, but if you already have these
tools in-house (as we do), you can simply purchase the regular Lectora
version at a very nice price.
I've worked with more powerful systems (Toolbook, Authorware), and while
they're very nice, there is a much longer, steeper learning curve involved
with them, and a resulting increase of development time for any individual
product. PowerPoint can handle very basic presentations (actually, I've
seen a few PPTs that are pretty sophisticated), but I prefer to use it for
storyboarding CBT rather than for the final deliverable.

I need your help! I am an instructional developer for a software company.
We only offer instructor-led training, but we want to offer computer based
training as well. I have been researching quite a few simulation products
such as RapidBuilder, DazzlerMax, and Authorware. RapidBuilder seems to
offer the best solution, but I would really like to hear your opinions on
CBT products. Any information would help including your experiences with
computer based training and the products that you prefer.
One last request...I am also looking into the cost of hiring an outside
source to develop the CBTs. I have come across some figures, but any
information would help. For example, what is an average cost for a 20
minute CBT?
