I would suggest that "platform" refers to both the hardware AND the OS.
Point: Linux runs on Intel and PowerPC but an application that runs on
Linux (Intel) may not run on Linux (PowerPC) if the manufacturer has not
provided a binary or the means to roll your own.

"Platform" seems to be a relative term. When talking about building a hardware device, the platform might be a processor or chipset. For an operating system, the computer hardware would be the platform; for an application, the combination of operating system and hardware. And for custom applications or plug-ins, the application may be considered the platform. ("We are developing custom messaging solutions based on the Lotus Notes platform.")
