Yes, and while the ad quoted doesn't quite meet fit that description, I have also seen
ads for tech writers in the same region that actually want the ability to *write* code as
well as document it, and others for writers that call for a candidate with previous
experience as a programmer, designer, chemist, field service engineer, etc. As
others have noted, these are often intended to support the hiring of someone
the hiring manager already wants to hire, and are written to exactly fit a specific
person rather than a desired candidate. There are a lot more of these than there have
been in the past few years, probably a good testimonial for the value of networking as
a jobhunt method.
