You reply as if there is a separation between employer
and employee. I know some situations are like that,
but in many cases this is a completely subjective
outlook.

Many employers don't understand programming work
either, but trust the engineering department to manage
that well.

Not all of them. I know many tech managers who are not
techies. Again, there is a solid difference between
being able to work technically and being able to
manage a technical group of workers.

workflow and infrastructure visible?

Define undocumented. What is considered documentation
and what isn't can be extremely subjective.
