Actually, you should use section characteristics to determine whether a chapter begins on the right-hand page.
You are right, but you should still define the h&f, otherwise the blank third page will be *completely* blank, which leads some writers to append the dreadful "This Page Intentionally Left Blank" text onto the page. Also, some printers cannot print blank pages. (Hmmm, I could be wrong about this. I think there might be a "Print blank pages" setting in Word.)
