Difficult to determine, indeed.  Accenture (a global something
or other company) won the parent contract for the state government
project I work on.  Yet here I am, still living and working in the
US and earning my salary (knocks on wood ...), as are my coworkers.

These "Offshoring Tracker" numbers sound as valid as the Willie 
Nelson "Farm Aid" numbers in the 80s, when some mathematical
types figured out that we must have hit negative numbers of
family farms while he was still touring, if his figures of
the rate of decline were to be believed.
