A *wild* guess here, but TELNET is a console app - doesn't that mean that the char map is based on the OS language/version? In that case, wouldn't you need a Chinese version of Windows? The garbage chars you're seeing would be ASCII interpretations of the 2-byte chars that are being sent from Taiwan.
You could try to find a way to set a chap map for a given console shell - I have no idea whether Windows allows that sort of thing. For example, can you set an American version of Windows to use Chinese mapping for the whole sesion? Can you set it on a per-shell basis? Again, I have no idea what's possible, and hope somebody knowledgeable will chime in.

You could try saving the TELNET session to a file, then opening that file in an app that can represent the chars. Sounds like fun...

BUT, when they try to use a BBS, their idea would be to do so by using TELNET to activate it. When they do so, the screen they get is full of characters that are not Chinese, but make no sense in English either.

A friend suggested SIMPTERM, but that suffers from the same behavior.

Can anyone suggest how to use TELNET, or to find an equivalent, for Chinese?
