You have a point. The client found the work a failure. They shouldn't
have to pay for corrections.
Especially not a library looking for grammar corrections to a
semi-permanent piece.
I got a chuckle at reading this:

near the city's home of knowledge and literacy."
I mean, this has irony written all over it, literally!
But yeah, I agree that the "contractor" should not be paid by the
"client" to fix errors introduced in the "deliverable" by the
"contractor".
