The difference between information that's publicly available, and information that isn't?

When you post on the Internet, you know that you're speaking in public. So, you can hardly take exception if someone looks up what you've said. There's nothing under-handed about it at all.

The same is true for information about a test that is generally available to anyone who cares to look it up. However, the issue is non-public information.
