If you report to a technical publications manager, the buck stops
there. It is the TPM's responsibility to step up to the plate, hear
the views of all concerned on any issue they can't reach a
consensus on and then make a decision, stop the confrontation
and accept the heat if there's any to be taken. If your TPM can't
do that, or if you all report to some manager whose focus is
elsewhere and who expects you all to go off and settle it among
yourselves (which, from your post, it appears you all can't), then
IMO as a TPM, you're probably doomed. Anarchy is not a process.
