We're writers, so what's the beef about a "surprise writing test." This is a great way to find out if the interviewee can work under pressure and if she or he really understands English. It might be different if you were looking for a Sr. Tech Writer position where management and mentoring experience are equally important, but this is an entry level position. As for the interviewee who "told you to stop giving" the test, I'd say you learned a lot about this person just by proposing the test. Will she also ask you not to give her those dull and boring projects that fill our days between the fun stuff? If she doesn't want to take the test...fine...there are other writers out there needing the work.
