No. In computer terms, "drawing" equates to vector, while "paint"
equates to raster. A photograph is "painted" digitally via raster
graphics.
There are raster-to-vector conversion programs, some better than
others. These, however, are typically used for raster graphics that
represent line art. The most common use is in vectorizing a scanned
image.
