The latter, and you as a user can turn it off (I do). Those who don't
have the capability (for whatever reason) know enough to go into their
CD drive root and open what looks to be the right file. I suggest
puting the autorun.inf and your html start page in the same location
(at the root of the CD), and name your html file something obvious
(like "index.html" or "starthere.html"). Those with autorun enabled
will see the file upon insert (provided they have browser support),
and those who don't can launch it from browsing the CD.
