One of the requests from our product manager is that we create a
document that does not allow customers to actually change the content
that we provide but it should allow them to hide or show the relevant
parts.

I would do it in HTML with WikiWriter, display it with an embedded-browser application similar to HTML Help, configure the source with an INI file, encode the content (or embed it in the application's EXE) for editing security.
