Dear [company/person]

In looking over your test and evaluating my schedule, I feel I must
decline taking the test for two reasons:

1) I believe that to do a job that would meet my standards, it would
require much more time and effort than I am able to dedicate to the
assignment at this time.
2) If I did take the test and was offered the assignment, the cost to
transform the content into a product that I'm sure you would be happy
with would be above of the range of justifyable cost.
