I second what Bonnie said.

But at the risk of starting a tool war, I will point out
that FrameMaker does *not* add the space before
and space after together; it uses the larger of the
two values from the preceding and following paragraphs.
(It also suppresses the space before setting at the
top of a text column, which can be a mixed blessing...)

Yes, that's the way to go. Pick one and stick with it.
