Be careful in making that assessment when you are in a new situation. It may be that the first thing the company needs is for you to get some critical documents completed. I'm not saying you're wrong, only that you should be on the lookout for antsy managers wondering when they're going to start seeing documents.

job request feature.

If you can't find a reasonably priced canned system that does what you want, you should be able to set this up for yourself with an intranet page for an input form, a database to collect the data, and report page for your private use. Of course this means that first you have to throw together some infrastructure for the intranet, assuming they don't have one yet. Still, it shouldn't take more than a day or two to put something basic and usable together.
