No, can't use fields. Need the most stable way through the Word GUI out
of the box.
Was wondering if outline numbering could be used for list steps without
any drawbacks (that is, the Outline Numbered tab rather than the
Numbered tab)?

Can't use fields? Create the lists in Frame, and import them at the last
possible second before you ship the documentation. <g>
I haven't seen any proposed method that works better or more easily, and
haven't seen this document updated since it first appeared on the Web,
so I assume it's still your best bet.
