No seq fields, no.

So, you recommend using the Outline Numbered tab versus the Numbered
tab. That was my instinct.

Why recommend that? What does the Outline Numbered tab get me, the
relationship between the levels, right?

Any downsides to using the Outline Numbered tab, in terms of Outline
view or anything else?

Do you mean you can't use a SEQ field? It's just a field, not a
"reference field" and it's no less "fieldish" than a cross-reference or
caption numbering field.

Aside from that, I think both Dave Knopf's (excellent) solution and
using the Numbered tab limit you to a single-level procedural list
(which is not a bad thing).

IF you must have multiple levels, then you need to force your writers to
type in the substep letters manually (also not bad, as it discourages
substeps) OR go with the Outline Numbered tab.
