Word gurus, I need help

I've inherited a longish document (about 100 pages). Currently, it is inconsistently divided into sections. Clearly the intent was to make each chapter a separate section, but this wasn't carried through. Every header uses "Same as Previous," and the document is numbered straight through.

So, I can either remove all the section breaks or add the missing ones.

I've set up the headers so that they pick up Heading 1 automatically, and since the page numbering is straight-through, I see no reason to keep the section breaks. They just add a lot of maintenance work.

What is your opinion? Is there a reason to keep the section breaks? Will they make some future maintenance easier that I haven't thought of?
