I think the "no one complains" part is unlikely. In any group with
more than one person, there is always complaining going on. Odds
are that someone has already complained about this person to the
management (unless she happens to be related by blood or marriage
to someone on the company's board of directors) and because the
issue is not sufficiently disruptive to prevent the work from getting
done management is not motivated to overcome its cowardice
about dealing with a problem employee.
