My method is as follows.

Assign each item a totally meaningless, pure serial number.

The file label includes the part number, revision, and actual title (as
printed on the title page).

Establish a rock-solid method for creating and publishing a list that
relates titles to part numbers. This can control the issue of numbers if
your company processes don't. It also supports operating system searches

You may divide the documents into groups or categories and place them in
various folders, but the folders bear the category information, not the
files.
