What mystifies me about this data is, who is it intended for?
As a hiring manager, I want to know what salary will be 
required to recruit candidates with years of working 
experience who can be considered top talent?  The old 
survey told me that, because even if the numbers being 
provided by members were "inflated" it was still a
reasonably good measure of what "top talent" would 
consider an attractive salary.  I don't need data from the
STC or BLS to know that if I post a "technical writer"
opening that requires a high school diploma and pays $15
USD an hour, I will get applicants.  Tons of them.
