Problem Calling WebHelp from Application

This may be slightly OT, but someone may be able to shed light on this,
so I ask your indulgence...

>From our application--by clicking on a Help icon--end users can open our
WebHelp system. Depending on the location of the application and
Webhelp, we get the following results:

1. Application and WebHelp are both on a network drive:
The WebHelp opens perfectly.

2. Application and WebHelp are both on a laptop's C drive:
* The WebHelp opens, but much more slowly than on the network drive.
* This puzzles me: I would expect it to open faster on a C drive. Any
ideas why this might be so?

3. Application and WebHelp are both on a PC's C drive:
* When we click on the Help icon, nothing seems to happen.
* However, when we do ALT-Tab, it indicates the WebHelp system is
open--it's like it's running, but just isn't displayed.
* Any ideas why we don't actually see it in a browser window?

In all three scenarios, the code that calls up the WebHelp is the same.

Could the problem in (3) above be security related:

* If I click DIRECTLY ON THE WEBHELP START PAGE on the C drive, WebHelp
opens, but displays the message "IE has restricted this webpage from
running scripts or ActiveX control..." If I click on the message, I can
proceed to use WebHelp.

* Unfortunately, in (3) above, no browser window and no message is
displayed.
